Which tool should I use?

A file-size limit in KB calls for compression. A required width and height calls for resizing. If a service rejects the extension, use a format converter. These are different requirements: a square image can still be too large in bytes, and a small JPEG can still have the wrong dimensions.

For several requirements, work in stages. Crop out unneeded areas first, set the dimensions second, and compress the exported image last. Check the final result after each operation, because saving again can change both the file size and its appearance.

Finding a particular size

The preset lists cover approved file-size limits from 1KB to 500KB for JPEG and PDF, and 5KB to 500KB for general images and dimension-first reduction. A preset is a convenient starting value, not a promise that every source can reach it. Each preset explains its byte budget and provides links to nearby sizes.
